Payroll and Benefits Manager
Resources Legacy Fund (RLF) seeks a Payroll and Benefits Manager to manage human resources programs, with a focus on providing oversight for payroll and managing benefits programs for RLF and its partner organizations. The selected candidate will join an organization with an exceptional culture and a talented team – including a soon-to-be four-person HR team – working to conserve land, water, and ocean resources while advancing healthy communities and social equity.
The Payroll and Benefits Manager has primary responsibility for overseeing multi-state payroll and benefit administration for, and providing exceptional internal customer service to, a staff of 100+ employees. The Payroll and Benefits Manager is an important member of the human resources team and supports organizational commitments to diversity, equity, and inclusion. This full-time position is exempt, reports to the Director of Human Resources, and supervises a Payroll Specialist. Duties include:
Payroll and HRIS Oversight (40%)
• Oversees multi-state payroll for a staff of 100+ employees for RLF and a number of partner organizations.
• Directs and manages payroll processing and procedures to ensure accurate and timely processing and distribution of employee payments.
• Oversees RLF's time and attendance system for tracking employee hours worked by program.
• Manages HRIS and oversees employee record maintenance.
• Ensures accurate time off accruals and holidays.
• Ensures compliance with applicable laws and tax obligations. Manages timely set-up for payroll in new jurisdictions.
• Leads and participates in cross-functional projects as needed to improve payroll processes, policies, and systems.
Benefits Plan Administration (25%)
• In coordination with the rest of the HR team, administers multi-state employee benefit programs for RLF and contracted organizations, including but not limited to health insurance, dental, vision, STD/LTD/life, EAP, FSA, HSA, commuter plan, and student loan repayment.
• Provides day-to-day administration of the 401k plan and manages reporting.
• Manages employee leaves of absence.
• Oversees nondiscrimination plan testing.
• Manages the annual workers' compensation audit.
Employee Relations (20%)
• Provides excellent customer service to staff and serves as a point of contact for day-to-day employee questions regarding payroll, benefits, and other human resources topics as appropriate.
• Provides training and support to employees as needed.
Supervision (10%)
• Supervises, trains, and mentors the Payroll Specialist.
Other (5%)
• Provides back-up coverage to the HR Manager as requested.
• Performs other duties and special projects as assigned.
Qualifications:
- Bachelor's degree, or equivalent combination of education and payroll/human resources experience. Certification such as PHR, SHRM-CP, FPC, or CPP a plus.
- Minimum 4 years work experience performing a variety of human resources duties, including:
o [Required] More than one year of experience multi-state payroll responsibilities, including year-end/W-2 cycle; multiple years' experience strongly preferred.
o [Preferred] One or more of the following:
Multi-state administration of health insurance benefits
Retirement plan administration
Leave of absence administration
Responsibility for HRIS administration
- Supervisory experience and strong coaching skills required; preferred is experience overseeing HR/payroll staff members.
- Unwavering attention to detail, while maintaining view of "the bigger picture".
- Ability to maintain privacy and confidentiality.
- Strong project management skills.
- Strong computer literacy including proficiency in Excel and ability to learn new technology quickly and thoroughly.

This position is based in California. Ability to travel to Sacramento as needed, at minimum quarterly. Please note that due to COVID-19, RLF offices are closed, and we remain a fully remote organization until further notice.
Compensation and Benefits
Salary range of $80,000 - $90,000. We offer a comprehensive benefit package including medical, dental, and vision insurance, 401k plan, and generous paid time off.
