Reporting to the STS CTO, the Test Engineering Manager will plan, direct, and coordinate the test engineering team who is responsible for designing, developing, enhancing the software and hardware required to test microelectronic components by providing oversight and expertise to others in the test development process.
These responsibilities include the day-to-day administration and process support for the work of the test engineers and the test technicians, including technical/programming support for the D10 and ASLX platforms.
Enhance the operating effectiveness of STS to selectively pursue test business and support Micross by:
•Planning managing department activities, through the test team, to develop software and design support hardware, modifying existing designs, improving production techniques, and developing test procedures
•Reviewing all RFQs/Opportunities in test, and assessing level of complexity/efforts, targeting ATE platforms and devising test plans.
•Defining and instituting protocols to develop and support a library of test routines for the creaton of test program solutions.
•Conforming the configuration of common test platforms to better support the coordination of test resources and equipment across STS and Micross locations
•Oversee the design and development of test methodologies to accurately and efficiently test new and/or complex devices.
•Ensure test systems and methodologies provide optimum operational performance and utilization. Research and recommend capital equipment expenditures.
•Performing or assisting with any operations, as required to maintain workflow and to meet schedules and quality requirements
•Communicating technical information internally across departments and externally to customers, manufacturers and vendors. Provide technical input to quality, sales, and engineering staff.
•Maintaining constructive working relationships/culture within the department and across the organization.
•Determine current and future staffing levels. Develop and implement staffing plans and related budgets
•Interviewing, selecting, hiring,, training and supervising the test engineering team including performance feedback, coaching, and written evaluations.
•Manage employees and flow of work in test engineering and construction. Assign work and monitor performance to schedule. Provide technical direction to staff and assist them in the investigation and resolution of problems
•Developing or revising departmental strategy and procedures to ensure employee compliance with standards, policies, and certifications.
•Developing and maintaining a resource of test engineer subcontractors by assigning, negotiating and managing the development process of subcontract test solutions.
•Provide technical input for automatic test equipment system and wafer prober calibration, repair, and preventive maintenance.
•Identify projects for outsourcing to independent test engineering contractors. Screen contractors, negotiate project scope and financial terms, monitor progress to schedule and sign off on completed work
•Collaborate with other management personnel in formulating and establishing company policies, plans, operating procedures, and goals.
•Comply with safety procedures and equipment operating rules keeping work area in a clean and orderly condition.
Key credentials and qualifications include:
•BS in electrical engineering from a fully accredited institution or equivalent work experience.
•Minimum of 15 years of test programming experience, with experience on the D10, ASLX and Verigy 93000 platforms strongly preferred
•Minimum of 5 years in a supervisory test engineering role
•Experience within the military/aerospace industry (or other highly regulated industry)
•Harware design and signal integrity experience is a plus
•Team player who can multi-task effectively in a fast-paced, lean environment while maintaining quality standards. Proven leadership and people development skills.
•High-energy, results-focused self-starter with the capability to implement change.
•Strong analytical ability and decision-making.
•Excellent organization and planning skills.
•Computer skills (spreadsheets and ERP system).
•Ability to understand technical drawings.
•Knowledge of MIL-Specs/Stds, ITAR, and export regulations.
•Experience working in an AS9100 and DLA environment
