Job Description

Robert Half International is seeking a Manager, Software Engineering for IT Marketing and Corporate Communications Services (ITMCC). This individual manages a technical team responsible for the creation, evolution, and integration of enterprise software products aligned with staffing business websites, database marketing activities, and related applications. The team is responsible for architecture, engineering design, development, vendor coordination, integration testing, and post go-live support. The manager is responsible for engineering best practices, including procedures, training, and documentation. The manager also manages and monitors activities of the team to fulfill project needs, including all aspects of architecture, design, development, automation and monitoring. This includes identification and quantification of risk, input/review of project plans, execution, contingency planning, and the establishment/analysis of the team's performance metrics (e.g. budget, resources, schedules, quality and satisfaction). Additionally, the manager is responsible for the staffing, coaching, and continuous technical and soft skill development of the team, including direct and indirect reports.

Leadership Responsibilities

• Develops overall strategies and approaches to ensure an effective team, and leads the implementation of the team's strategies and plans. Partners with various members of the ITMCC Services team, as well as the Business and broader IT team to determine project implementation options, taking into account flexibility and time-to-market criteria for each option.
• Oversees the effective management and planning for optimal execution and implementation of projects as appropriate.
• Leads, establishes and manages an effective and collaborative team that delivers a balanced approach between structure, discipline and flexibility in their interactions with IT and Business partners.
• Provides effective change leadership in driving innovation and continuous improvement to realize measurable productivity results from identified improvement initiatives.
• Actively engages with other teams to achieve broad organizational success.
• Adheres to appropriate channels of communication, collaboration, and escalation procedures.
• Is cited by team members, peers, higher level management, and others as a strong leader by example.
• Generates trust and promotes a shared winning culture, prized across IT and its business partners.

Engineering Management

• Provides leadership to software engineering teams for the ITMCC project portfolio and infrastructure.
• Works closely with the ITMCC Services Customer Experience team, business, and product management to insure product development meets or exceeds customer expectations and requirements.
• Provides sound decision making for software engineering, keeping focus on constraints and business needs, while identifying appropriate innovation opportunities.
• Provides mentorship, review, and in-team approval of architecture proposals. Coordinates with appropriate outside team members for ultimate approval.
• Monitors emerging technology trends and opportunities, bringing forward innovation proposals to implement wherever relevant.
• Develops/improves engineering processes including coding standards, technical documentation standards, build and configuration management and the overall approved SDLC processes.
• Manages vendor relationships including the negotiation of new contracts and support terms, with the involvement of the Purchasing as appropriate.
• Monitors and ensures team's adherence to best practices, operational, regulatory compliance processes and procedures along with other IT processes, procedures and delivery criteria.
• Performs any other related duties as assigned.

Resource Management

• Deploys resources efficiently and effectively to work on projects by participating actively in project proposals and the resource management processes.
• Monitors the scheduling of all work assignments for the team.
• Ensures that delivery dates are met with high-quality deliverables.
• Produces applicable reports to assess the team's productivity and quality of work.
• Motivates employees, ensuring an innovative and collaborative environment.
• Ensures appropriate counseling, coaching, and career path planning for each individual on the team, direct and indirect.
• Performs administrative activities such as performance appraisals, time sheet approvals, holiday planning, etc.
• Ensures team members grow in their abilities and competencies, including technical and soft skills.

Customer Service/Support Management

• Employs effective judgment in the responsive resolution of mission critical user inquiries, issues and concerns.
• Establishes a strong relationship with Business through successful project delivery and collaboration.
• Ensures the highest levels of customer service for business as well as IT partners.
• Ensures the highest levels of cooperation and teamwork throughout IT, and with business partners.

Financial Management

• Contributes to the development of the team's budget.
• Manages and monitors the capital and expense budgets for projects and assignments assigned.

Qualifications:

• BA/BS degree in applicable field or equivalent experience
• Solid understanding and experience with at least one Software Development Life Cycle (SDLC) model. BS degree and 5+ years of experience in programming computer applications.
• Practical technical and business domain experience relative to custom and/or vendor applications.
• Solid background in current technologies (i.e., .NET, Java, HTML 5, Web portals, Web application architectures), development and automation tools, system design techniques, and a keen understanding of IT infrastructure and operational components
• Experience managing teams of 20 – 60 resources
• Significant understanding of software engineering approaches, methods and processes, as well as a sound understanding of version control alternatives, and the pro's and con's of each
• Progressive understanding of project implementation activities (e.g. management of scope, timeline and budget), SDLC and application development approaches
• Proven ability to design and refine team processes for optimum performance
• Sun Certifications for Java Architecture, Platforms, and/or Web Service development preferred
• Minimum of 7+ years of increasingly progressive IT management experience with proven ability to deliver
• Previous experience managing IT Applications functions - software development, engineering, implementation and support/maintenance services
• Previous Web Services integration experience with 3rd party online vendors such as LinkedIn, Facebook, and Salesforce a definite plus.
• Previous experience in budget development and management
• Previous negotiation experience with large-scale vendors
• Must be able to demonstrate strong leadership abilities by applying good judgment, command respect, influence and inspire others to follow, hold others accountable, make difficult decisions and follow-through on decisions' results
• Must be able to demonstrate effective problem-solving skills and abilities
• Must be able to demonstrate sound judgment re: decisions with less than perfect information
• Able to deal with ambiguity and uncertainty, also be flexible and able to work in a fast moving and changing environment
• Must have excellent communication skills, both written and verbal – must be comfortable interacting with senior executives
• Must possess a high degree of effective team management – to be collaborative with all types and levels of organization within IT and Business
• Must be able to challenge the status quo in a thoughtful and respectful manner, proactively identifying innovation opportunities and leading change to realize continuous improvement
• Must have the ability to keep up to date with the emerging applications and technologies.
