Symmetricom has a key opportunity for a Program Manager in the Research and Development group for Government-funded R&D programs that support and drive leading edge technology.
As a member of the Government and Enterprise Business Unit, the successful candidate will lead the development, production, and/or contracted research and development programs in a formal contract environment directly for the US government or DoD prime contractors.
Responsibilities for this key role include:
- Organization and leadership of proposal activity including top level program planning and resource loading, task definition and evaluation, cost estimation, schedule formulation, and writing
- Contract negotiations
- Organization and leadership of design and development program teams.
- Management of data and information flow to and from the customer including the authorship of reports and data items, where appropriate.
- Customer management, including control of changes.
- Achievement of technically and financially successful results.
Essential Qualifications:
- A technical degree BSEE, physics, or greater
- Experience with Cost Plus Award Fee and Firm Fixed Price type contracts.
- EVMS experience
- Thorough understanding of the engineering design and development process based upon prior work experience.
- Possess experience and understanding with the DOD contract process.
- Experience with the FARs and DFARs of formal contract writing, negotiation and execution.
- Experienced in management tools (MS Project, MRP, and ERP).
- Ability to successfully manage multiple projects concurrently, in an organized manner.
- Excellent communication skills and the ability to speak and write effectively, including authorship of required reports.
Desired Qualifications:
- Experience with the management of low volume production programs (100s of units)
- Experience in RF electronics is of high value.
- Advanced degrees: MSEE, Physics, MBA
Experience working with DARPA and similar type agencies.
