This GIS Technical Lead/Software Engineer position can be based in Brunswick, Maine, New York City, Boston or Vienna, Virginia (and potentially additional locations depending on applicant requirements).

The Technical Lead is responsible for leading the software development team through the software development lifecycle to assure both the technical and financial success of the engineering effort. The candidate will be responsible for determining key technologies and development processes relevant to the project, defining the underlying architecture for the application, managing the activities of the development team, scheduling of tasks and resources, monitoring of project timelines and budgets, and contributing to the development effort itself. Ideal candidates will have prior experience evaluating project requirements to determine technical approach. The Technical Lead must demonstrate expertise in a variety of the field´s concepts, practices, and procedures and rely on extensive experience and judgment to plan and accomplish identified goals. A wide degree of creativity and organization is expected.

Up to 25% travel to client facilities and other PenBay offices will be required for this position and all successful candidates must be willing to undergo and pass a government security clearance background check.

We Require:
• A Bachelors Degree in Computer Science, Information Technology or a related field (or equivalent work training and experience).
• 7-10 years experience in a related role.
• Proven experience writing technical business documents such as software design specifications, systems architecture, and software requirements specifications.
• Prior experience estimating project work and validating the estimates of other development team members.
• Leadership experience—leading tasks performed by other developers and engineers.
• Strong relational database management (SQL) skills.
• Experience with web application basics such as server side development using ASP.NET or Java, HTML, XML, CSS and Javascript.
• Knowledge of Test Driven and Agile Development as well as traditional iterative methods like the Rational Unified Process.
• Experience creating data models for complex spatial datasets.
• Experience designing, building and maintaining map caching schemas for large datasets.
• Strong spatial analysis and data manipulation skills.

We Prefer:
• Extensive Geographic Information Systems (GIS) experience including using Adobe Flex or similar technologies to deliver interactive, rich GIS solutions via the web using ArcGIS Server Advanced Enterprise version 9.2 or higher.
• Proven experience installing and configuring ArcGIS Server version 9.2 or higher and leveraging enterprise database platforms from multiple vendors.
• Skills in one or more of the following tools and languages: ArcObjects, C++, C#, Visual Basic, VB.NET, Flash, ASP, JSP, Mercurial/Jira.
