Data Management Analyst

The Data Management Analyst is responsible for design, development and maintenance of reference and configuration data. This position reports to Application Development Manager or Sr. Application Development Manager. Candidates will be a senior member of application development team for any internal or external application development projects.
1. Participate as senior member of programming team. Responsible for the design and implementation of configuration data to support the IT solution. Documenting the configuration solution put in place for the IT solution. The process of design and configuration setup will be in adherence to the SDLC. 30%
2. Provide the technical design and implementation of reference data that is housed outside of the application database. Implementation of reference data that can be gathered from outside vendors or clients. The ongoing maintenance of making sure reference data is update and valid for reference within the application systems. 30%
3. Monitoring and validation of data that is provided by vendor or client source providers. Promotion of updated data through the development, test and production environments as data is deemed to be valid for reference. 20%
4. Development and provide a standard process for support and maintenance of configuration and reference data. 10%
5. Track time on projects accurately and promptly. Report weekly status to next level supervisor. Demonstrate flexibility in meeting customer deliverables. 10%

Education and Training
Required - 4-year College Degree or Foreign equivalent in Computer Science or equivalent experience.
Desired - Advanced Degree: Masters or foreign equivalent in Computer science or equivalent experience.

Business Experience
3-5 years in configuring and supporting complex databases systems.

Specialized Knowledge and Skills:
Required
• 3-5 years experience in Oracle database PL/SQL code technique
• 4+ years of experience with SQL*Loader utilities
• 5 + years experience complex data concepts
• 5 + years experience in data modeling and entity relationship concepts
• Experience with large data files and data loads
• Experience with file interface processes
• Able to troubleshoot and work with development staff to resolve configuration issues
Additionally Required
• Excellent understanding of the Systems Development Life Cycle (SDLC)
• Excellent interpersonal skills and organizational skills
• Must be a detail oriented, analytical and an independent thinker
• Exercise good judgment within defined standards and guidelines in ambiguous situations
• Demonstrated ability to work in a medium and large team environment, multi-task to meet critical deliverable dates and strive for results
• Working knowledge of MS Windows Product Suite (MS-Project, MS-Visio, MS-Excel, MS-PowerPoint, and MS-Word)

Desired
• Good understanding of application configuration concepts
• Familiarity with PRO*C, C++, Java, HTML programming languages
• Healthcare background a plus
• Familiarity with Rational Unified Process (RUP), UML, Object Oriented Programming (OOP), and Service Oriented Architecture (SOA)
